The Department of Justice and Community Safety is seeking a Senior Operations Manager to provide a critical role within the Emergency Management Unit.
About the Business Unit
The Security and Intelligence Division sits within Corrections Victoria in the Department of Justice and Community Safety.
The Security and Intelligence Division is responsible for the delivery of a number of integral services including Security Risk Management, Electronic Monitoring, Emergency Response and Management, as well as gathering and processing Intelligence information. The division is divided into five business units, Corrections Victoria Intelligence Unit, Security Standards Unit, Electronic monitoring, Security & Emergency Services Group and the Emergency Management Unit.
The Emergency Management Unit is pivotal to the provision of advice and support regarding Corrections Victoria's Emergency Management Model and future direction across the correctional and youth justice systems. The Emergency Management unit provides
- advice on emergency management and support the broader correctional system,
- perform research activities,
- support prisons, Transition centres, Residential and Youth Justice facilities in their capability development and maintenance, exercise planning and design,
- deliver EM training and exercising for emergencies to ensure Corrections Victoria are better able to prepare for, respond to and recover from emergency events.
About the Role
The role and Unit more broadly is required to effectively engage with stakeholders across the correctional system and the broader Department of Justice and Community Safety sector including Emergency Management Victoria and external Emergency Service agencies. The role operates within a complex and dynamic environment and may include the provision of assistance in emergency operations.
The role will sit on several committees and have to regularly attend high level meetings in relation to emergency management, provide assurances in EM capability across the system to the CV Commissioner and broader executive team. The role is Monday - Friday, working an 80-hour fortnight, although some weekend and after-hours work may be required. The role requires the incumbent to travel across the state of Victoria to attend department sites, which includes overnight travel.
Some of the key responsibilities of the Senior Operations Manager, Emergency Management Unit role include:
- Manages a team of staff responsible for several key technical responsibilities and provides expert advice and support on a range of emergency management matters impacting Corrections Victoria (CV).
- Oversee, manage and ensure the quality of the delivery of key EMU functions
- Provide strategic advice and support to the Assistant Commissioner, Security and Intelligence Division on matters relating to the delivery of services of the Security Standards Unit.

About you
To be successful in this role, you will have:
- An understanding of the broader principles of emergency management, including the Victorian arrangements.
- Extensive experience in the preparation of high quality written material along with highly developed information analysis and conceptual thinking.

- There are no mandatory qualifications for this role, however, qualifications in a relevant discipline would be useful.
