The Department of Justice and Community Safety is seeking aManager, Aboriginal Workforce Unitwithin our Aboriginal Workforce Unit.
This is an Aboriginal designated position, classified under 'special measures' of section 12 of the Equal Opportunity Act 2010. Only Aboriginal and/or Torres Strait Islander people are eligible to apply.
About the Business Unit
The Aboriginal Justice Group of the Department of Justice and Community Safety (DJCS) is committed to driving systemic change in the justice system, to connect, support and deliver better outcomes for the Aboriginal community. The group works in partnership with Traditional Owners and the Victorian Aboriginal community to embed the principles of self-determination in the justice sector.
The Aboriginal Workforce Unit (AWU) sits within the Aboriginal Justice Group and is responsible for the development and delivery of the department's Aboriginal Workforce Strategy 2024-2027 and associated talent programs.
The AWU provides ongoing support to Aboriginal employees and manages a range of Aboriginal employment initiatives. The AWU contributes towards the innovation of new programs and policies to strengthen career development, cultural diversity and inclusion across the department.
About the role:
As the Manager of the AWU, the successful candidate will be responsible for initiatives which support the department's Aboriginal employment targets and Aboriginal employment and retention strategies, in consultation with key Aboriginal community and department stakeholders. The role will build and maintain strong relationships across the Aboriginal Justice Group, the People Safety Culture and Communications Group, the department as a whole and the broader VPS. The role aims to enhance and strengthen the cultural competence of the department by implementing strategies that support a culturally safe and inclusive workplace.
Leading the AWU team, that consists of two VPS5 Senior Aboriginal Workforce Advisor's and a VPS4 Project Officer, you will drive the implementation of the Aboriginal Workforce Strategy 2024-2027 to ensure successful management and delivery of key employment programs including graduate recruitment, graduate retention, youth employment and Aboriginal employment pathways to support the recruitment and retention of Aboriginal staff across the department.
Some of your responsibilities will include:
- Lead and manage the Aboriginal Workforce Unit in the implementation, coordination and monitoring of the department's new Aboriginal Workforce Strategy.
- Ensure successful program management and delivery of Aboriginal Employment Programs including graduate recruitment, graduate retention, youth employment and Aboriginal employment pathways.
- Develop, lead and manage Aboriginal-specific employment programs and initiatives across the department.
- Deliver initiatives across the department which support capacity building within leadership and management for supporting and developing Aboriginal staff.
- Establish and oversee monitoring strategies to ensure that programs, policies and the workplace environment are culturally inclusive and competent.
About you
To be successful in this role, you will have:
- Excellent knowledge of Aboriginal culture and society and understanding of historical and contemporary issues relating to Aboriginal Victorians.
- Strong knowledge of, and demonstrated experience, working with Aboriginal communities and advisory groups, including sophisticated and culturally aware stakeholder engagement.
- Proven resource and people management skills, including demonstrated ability to build effective high-performing teams and to successfully lead change.
- Demonstrated experience in the development and implementation of employment and/or policy strategies.
