The Department of Justice and Community Safety is seeking an EM ICN Commercial Manager to provide a critical role within Emergency Management Technology and Data.
About the Business Unit
Emergency Management includes the department's emergency management accountabilities delivered through Emergency Management Victoria, Emergency Recovery Victoria, Sector Performance and Reform and emergency management statutory entities and offices. The work of the group supports the emergency management sector to work together and to strengthen the capacity of individuals, communities, government, agencies and business to achieve our shared vision of safer and more resilient communities and to rebuild and recover after an emergency.
EM Technology and Data is responsible for both national and state technology platforms that enable communications to and from the community, sector operational communications and sector information systems. The EM Technology business unit is responsible for delivering the following the key functions of:
Strategy & Enterprise Architecture;
Investment Planning;
Support & Development;
Procurement & Program Delivery;
Vendor & Contract Management;
About the Role
Some of your duties will include:
To lead the development of and perform Emergency Management Technology and Data, ICN Platforms commercial engagements to achieve project outcomes.
Providing market analysis and strategic input to facilitate high-level decision-making by management.
Design, implement and execute ICT sourcing activities to establish contracts across a range of complex goods and services that are critical to the operations of EM Technology and Data project for the replacement of Victoria Emergency Alert application and similar products in accordance with the department's Procurement and Contract Management framework.
Communicating complex procurement concepts to project stakeholders and committees.
Formulating and developing EM Technology and Data project procurement pipeline and reporting to management.

About you
To be successful in this role, you will have:
Demonstrated experience of at least 8 – 10+ years in managing a Technology software and services procurement program for critical technology infrastructure
Expertise and experience in managing end-to-end procurement activities, especially in ICT contract and vendor management, and the ability to prepare comprehensive sourcing documentation and reports including commercial and contractual analysis. Strong commercial capabilities to support optimum value for money spend on program
Excellent written communication and interpersonal skills.
Strong analytical and problem-solving abilities.
The ability to collaborate with multiple internal and external stakeholders.
Great organizational skills and attention to detail.
Qualifications/requirements
Highly desirable a bachelor's in accounting, business management, legal, or similar.
At least 8 – 10+ years of experience as commercial manager, or similar role.
